407 Training Visa Training Plan

A training plan is a mandatory document for every Training visa (subclass 407) application. It sets out the structure, content, and objectives of the occupational training to be undertaken. The Department of Home Affairs assesses the plan to confirm that the primary purpose of the stay is genuine training, not work.

What the training plan must establish

A compliant training plan must clearly articulate the training objectives and the specific skills the applicant will develop. It must describe the structure and content of each training component, the duration of each component, and the timetable for the program as a whole. The qualifications and professional experience of each person delivering training must be documented.

The plan must also establish a direct connection between the training content and the applicant's current occupation or field. Training that appears designed to perform productive work for the sponsor's benefit, rather than develop the applicant's skills, will not satisfy the visa criteria.

The Temporary Activities Sponsor is responsible for ensuring the training is delivered in accordance with the approved plan. The sponsor must notify the Department of any changes to the training arrangements.

Training objectives

The plan must state the specific skills the applicant will develop and how those skills relate to their current occupation. Vague or generic objectives are a common basis for refusal.

Content and structure

Each training component must be described with sufficient specificity to demonstrate that it constitutes genuine training rather than ordinary employment duties.

Trainer qualifications

The qualifications and professional experience of each person delivering training must be documented. Trainers must have relevant expertise to credibly deliver the training described in the plan.

Common deficiencies

Plans that describe activities indistinguishable from employment, that lack qualified trainers, or that propose training available in the applicant's home country are vulnerable to refusal.
