Citizenship for New Zealand Citizens

New Zealand citizens residing in Australia on a Special Category Visa (subclass 444) have a direct pathway to Australian citizenship following reforms introduced in 2023. Eligible NZ citizens are treated as permanent residents for the purpose of a citizenship application and do not need to first obtain an Australian permanent visa.

The NZ citizen citizenship pathway

Prior to the 2023 reforms, New Zealand citizens on a subclass 444 Special Category Visa had no direct pathway to Australian citizenship. They were required to first obtain Australian permanent residence, which was not accessible to most long-term New Zealand residents who did not hold skills on the relevant occupation lists.

From 1 July 2023, eligible New Zealand citizens have been able to apply for Australian citizenship directly without first obtaining a permanent visa. The SCV subclass 444 is treated as equivalent to permanent residence for citizenship purposes. The standard four-year residence requirement and 12-month SCV holding requirement apply.

NZ citizens who arrived in Australia before 1 July 2022 are generally eligible under this pathway. Those who arrived on or after that date may also be eligible but additional eligibility criteria apply. The citizenship test, good character requirement, and ceremony obligation are the same as for any other conferral applicant.

Eligibility requirements

New Zealand citizen holding subclass 444

The applicant must be a New Zealand citizen holding a Special Category Visa (subclass 444) at the time of application and at the time the decision is made.

4-year lawful residence

Must have been in Australia lawfully for the four years immediately before the application, with no more than 12 months total absence and no more than 90 days absence in the final year.

12 months holding SCV

Must have held the subclass 444 SCV for at least the 12 months immediately before the application date. This requirement mirrors the permanent residency holding period for standard conferral applicants.

Pre-July 2022 arrival — streamlined eligibility

NZ citizens who were in Australia on a subclass 444 before 1 July 2022 are generally treated as eligible under the reformed pathway once the residence requirements are satisfied.

Citizenship test and good character

The citizenship test applies to applicants aged 18 to 59. The good character requirement applies to all applicants aged 18 and over. These requirements are the same as for all conferral applicants.
